Currently when you do 2v2s HG you get the Outlaw debuff if you are the instigator. Which makes no sens because everyone going in a HG agreed to PvP. The Outlaw debuff makes no sens in a HG. I remember the debuff being introduced in the game to prevent gate camping. Back then, you could camp a black zone city and wait for people to come out or go in and kill then and then go in the city right away to be safe. The Outlaw mechanic prevents that, I get that, I agree with that. But in the context of a HG, I don't understand the point.
If the HG Outlaw debuff is not a bug and is meant to be, could I at least get an explanation of why it is that way?
Second point on this: I started playing heals lately and I can really feel the pain of having the outlaw debuff refreshed on ya when you heal a buddy. Why can't the heal on someone applies the debuff IN THE CURRENT STATE OF THE TARGET? Heal a guy with 1 minute left? Get a minute left. Another friend comes by and he has 2mins 30 sec? Get 2 minutes 30sec.
At the end of the day, coming from the same place that my previous point, if the outlaw mechanic is to prevent people from gate camping, If the healer gets the same timer as the DPS, the drawback is still in place but a healer is not being punished for no real reason. Again, if this is not going to be revised, I would like to know why. I am just curious to know what this mechanic is trying to achieve.

You should not get the Outlaw debuff in Hell Gates, we are investigating this and fix it if there is a bug. I have two questions about this:
So you got the Outlaw inside the HG for the first time? It was not just refreshed, right?
Do you know, if this is only happening in the full loot 2v2 HGs ?
We will be reworking this in one of the upcoming patches, so you don't get the full timer refreshed all the time. But instead the timer of the target (if it is higher than your current Outlaw duration)
